发表一下小意见哦，这里的as many as 前后应该是相同性质的词性吧，前面是institutions and fees  ,则后面接的比较也应该是同样的 即是名词 ， 在D 中直接与动词charge 比较就当然不合适啦，在E选项中就是与those比较然后 charging 作为分词修饰those不是很完美么
