我认为这里是一个“主将从现”，未划线部分用了will，是主句，only if后面应该用一般现在时。
不知道对不对。

个人愚见：
1首先根据“but” VS无“but”分组，句子意思来讲，but officials of.....will... only if,中间不需要再加上but了排除A和B
2再看CDE  including VS includes，根据主谓一致，includes跟nations矛盾，排除D
3 最后剩下“would be” VS 动词原形，根据未划线部分：will pare daily production.....next year，主句将来时从句现在时，所以要用trim out by与之对应。

B. year, but only if the output of non-OPEC nations, which includes Norway, Mexico, and Russia, is trimmed (but错误；includes修饰的是output of non-OPEC nations，而不是nations，我觉得是修饰整个名词词组，而不是nations，所以这里不是单复数错误而是指代错误，有人一起讨论一下吗？)
C. year only if the output of non-OPEC nations, including Norway, Mexico, and Russia, would be trimmed (including修饰的是output；would be时态错误，我觉得will都不需要，直接用一般现在时，有人一起讨论一下吗？)
