RON大神说的是enable了两件事一件是move into new housing 还有一件是apply part of rent 这两件事情是并列的。可我感觉不并列也可以说得通啊：在apply part of rent to a purchase 的情况下搬进了新房子。。这样理解的问题在哪里呢？

那这里就是施动者的问题。
如果用,applying，它的施动者就是builder或者program
首先，这里就有个歧义，不知道到底是谁发出动作
其次，按照原题意思，是让租户可以apply一部分rent到买房的钱里；变成其他的施动者有改变句意的嫌疑。
