我是这样想的，比较的是pollutant，同一主语的主语比较？所以在B中

• as much annually as（pollant) is emitted by the...相当于省略了主语（
• 我记得同一主语比较是可以省略的)然后选了B然后又错，还有比较时候的省略问题
• 到底是怎么弄啊，我急了一堆笔记，各种说法的，可还是做一次错一次
• 屡试不爽。。

B的话  你默认比较的两个对象是同一个污染物  不仅是同一种  所以要用that指代
