A recent poll of elected officials suggests that candidates, when in the midst of a tough campaign, often make statements about an opponent that they may not think is true.
A) is
B) are
C) to be
D) of as
E) it is

选项C答案说:The phrase may not think to be true is a hypercorrection or a colloquialism. It makes sense, but it's awkward in Standard Written English.
不太明白为什么不能选C?我觉得make sth to be true 挺好的。。。求大牛指教,谢谢!

真正的结构应该是这样的:often make statements (about an opponent) that (they may not think) are true.

true应该是指statements而不能是opponent

你选C了 那么 that they may not think 是什么意思? 这里精简来看应该是:

A recent poll of elected officials suggests that candidates often make statements about an opponent that are true.
that跳跃修饰statements
