为什么不能选E？ 我觉得可以理解为 Employment costs 变化，用lower 和they were 这样不是也说得通么？？求解答

costs rose 2.8 percent in X, less than costs rose in Y.

这里后面的costs rose和前面完全一致，所以可以改写成

costs rose 2.8 percent in X, less than they did in Y.

甚至可以直接省略掉

costs rose 2.8 percent in X, less than in Y.

如果用lower than they were，than比较的前后内容不平行。
