你的回答：“double可以做动词。。。”会引起歧义：因为楼主问的不是广义上double能不能做动词，而是这道题double能不能做动词。

double可以做动词，但是这题我觉得关键是those没有先行词，前面的percentage of young adult也不是负数，因此此处不可以用those，个人观点，欢迎讨论

这里可以用double the number ...或者 twice the number都可以，做同位语。其中double和twice都是adj. 两倍的，而不是动词。
但不能用doubling，如果用了doubling就说明double是动词，用动词名词放在句尾做伴随状态或者伴随结果都有个逻辑主语的问题：这里谁是doubling的逻辑主语？
前半句为：about 20 percent of young adults used cocaine in 1979，则double的逻辑主语是 about 20 percent of young adults。再看逻辑意思：是about 20 percent of young adults double了those （young adults）吗？显然不是。是1979年used cocaine的young adults 比1977年survey中做相同事（used cocaine ）的young adults的两倍。而完成“两倍”这个动作的并不是young adults本身。故此处不宜做结果伴随状语，用doubling不恰当。

这里20 percent of young adults必须作为一个整体参与理解。20 percent of young adults既不是20 percent，也不是young adults. A中those根据逻辑意思明显指向young adults, 错. B to=in order to, 错. C错误原因同A. D，错误原因同A. 所以这道题目选项的关键划分点在those/ the number, 根据这个划分点把选项分成ACD/BE，然后比较选出E
