各位，这里作更正，刚刚查过了一下，the former chair是可以的。和某达人讨论了一下，发现A错误不在于 the former chair本身，而是在于后面还有for 18 consecutive years，这个就限定了这就不可能用 former，否则不符合基本逻辑意思。这句话正确的逻辑意思是说这个人连续18年任这个主席的职务。而如果有了former，就变成了这个人连续18年担任前任主席这个职务，这显然不太符合基本逻辑意思的。所以，这里用E选项比较合适。

本来一直以为根据句意排除A
现在看了楼上的帖子才发现还能这么想。。学习了。。
