OG13 77题 关于agreement 和 allow的时态问题

看了很多解释。但是还是不明白。我选的是A。我的想法如下。这个agreement是在1972年存在的。我的理解是这样。1972年之前是allow往里面倒的。1972年之后有了这个agreement之后就不允许了。于是allow这个动作就应该结束了。。。所以说had been allowed 我觉得很对。。。

但是回头一想。这个agreement会不会只是reduce了东西。但是没有 不allow人们继续倒。这样的话。are allowed比较好容易理解。但是这在常识下也不应该啊。。。求助各位！！非常感谢！！！！

我的理解是这样的：
主要是这个allow，举个例子：
A 1275 agreement between canada and the united states reduced the amount of sugars that Mr zhang had been allowd to eat .
A. reduced the amount of sugars that Mr zhang had been allowed to eat.
D.reduced the amount of sugars that Mr zhang are allowed to eat.
1275年，政府颁布了XX法，不允许张小盒吃糖。那么张小盒在1274年吃了5吨糖，1275年就不准吃糖了。法律只能是影响1275年法律颁布之后的的事情，到现在都不许吃糖，1275年前不管吃没吃都无所谓了~
