正确答案是c
但是个人觉得应该是b???

it在if引导的从句中用作形式主语，代替后面的 to remove and replace the discolored layer of varnish on the Mona Lisa不是更好么？这句话的意思是（不管是谁）remove and replace blabla...,这幅画又会重新释放出光彩，不是更好么，没有必要用they are来强调是restorer啊？

应该是谁allowed to remove and replace,that从句后面也要跟一套完整的主谓宾结构

个人意见：如果不加they are的话，那么，allowed 的主语就会有the colors 的嫌疑，不对吧：mona lisa的color都被remove了，还shine个屁。。。。
应该是：they are allowed to remove and replace...they指的是restorers，是restores 被允许。。。

如果按LZ的说法那么Restorers say that 作为主体更没必要了，因为按照LZ的改法，那根本没有Restorers什么事了。
