but是不可以省略主语的，but类似and,起连词的作用（类似的还有And,yet, but, or,not，so，常见的就这6个连词，记住就好），如果逗号+and这样的形式后面往往是连一个完整的句子【He is tall, and he is thin是对的/He is tall, and is thin是绝对错的】

而这里while是引导状语从句的（类似的还有after,although,because,if,since,so that,that,unless,when,while），两个句子之间是从属的关系（上面的连词连接的两个句子是平行的关系），而这里，如果状语从句的主语跟主句的主语一致的话，状语从句是可以省略主语的（While (I was) walking alone in the street, I heard my name called.）

总结一下：
连词：And,yet, but, or,not，so(I'm girl, not a boy)【连接两个平行的句子，不能省略主语！！】
状语从句markers:after,although,becausee,if,since,so that,that,unless,when,while【连接主句和从句，在主语一致的情况下，可以省略主语！！】

这道题的C选项好像有点小问题
刚看到国外网站上，C选项是“……………………， that have”     这样C就很明显是错的了

所以答案很容易就出来了，是B

but引导从句时，当从句主语和主句主语是一致的时候，是 可以 省略从句主语的。DE错误并非省略了主语，而是错在but前后不平行。have improved 。。。but 。。。introducing，不平行。

一开始找“栗子”的时候，就犹豫了一下要不要用这个“栗子”。

后来贴的这题应该跟“栗子”是一回事。应该不能省略谓语，是这样吧？

第一题中But连接的是两个句子，两个句子平级。跟第二题的本质不同，while at the same time句是一个状语从句。从属关系。我以前怎么没有发现呢？？真是拙计啊。。。

第一题，说的是两件事，必须要用but。因为，falling是伴随proved unable to handle the increase，而不是伴随became one of the largest health care的。

然后又衍生出一个问题：while不能够像but一样，也连接两个独立句子吗？while只能作为状语，表示：让步转折或同时发生。理解的是否正确？

根据上面的理解，看TN24-19（我后来贴的这道题）
用while跟用but上，没有split，都是可以的。只是，while有状语从句省略的形式。

那么，BUT还是不可以省略主语、主谓的是吧？第一题...答案...有问题！
