根据语义it应该指代figures,但是not agree in number,所以错误。
楼主可以试着把这句话翻译一下，体会它到底在说什么。

Mahattan: It would be nearly impossible to use a pronoun late in a sentence.
但我认为这里的seem是Linking-verb，所以根据parallelism原则， it 在功能上是应该refer to figures. 另外从意思上来看，应该是figures indicate that…所以it refers to figures。

另外it is indicative that和toindicate that相比，根据 V>A>N 原则，也是不优选的。
