如果这样理解可不可以  把 likely 提前  因为他是形容词  变成 an executive likely when they do appear  makes missing signs of incipient trouble or misinterpreting ones.这样看错误貌似明显的多 不知道有没有领略对你的意思

ONE的确是泛指 我认为在这道题里面ONE指的是前面的action 意思就是“特别是曾经效果不错的举措“
