those means "japanese unions" so it will be like"Unlike japanese unions in the United States, Japanese unions appear reluctant to organize"

it obviously wrong.

it, they 是同一指代，但是those that 是同类指代啊，这道题里面的 those 并不是japanese unions啊 只是泛指unions！
manhattan里面给出两个例子来说明：
The money spent by the children is more than that spent by her parents  同类指代 不是同一份money 但是都是money 泛指
The money spent by the children is more than it was expected to be.  It 是同一指代 是同一份money

2.that 和those都是指代的是同一个事物的new copy，这是manhattan SC中pronoun那一章讲到的；这里的those指代的是unions而不是Japanese unions
