答案A没有问题，但是不知道C怎么错了，C的解释是It was is unnecessary; that is required before even Theodore C. Sorensen...; the pronoun reference is ambiguous。这里的pronoun是句首的It吗？那会有什么ambiguous呢？谢谢！

昨天我回你贴子说这是一个it作形式主语的句子，但是我发现在很多人不认同。
于是我不揣冒昧，再就这个问题谈论一下，以就教于各位大牛。强调句是对句子的某个部位强调例下；
He read three books in the library yesterday
可以对主语强调； It was he who(that)read three books in the library yesterday
                 宾语     It was three books that he read in the library yesterday
                 状语     It was in the library that he read three books yesterday
回到原句     It was so secret that a recording system was installed and operated in the Kennedy Oval Office，  主语不是that显然不是强调主语，被动语态没有宾语所以也不可能强调。那只能是强调状语，但是那样的话应该是secretly 即原句还原应该是 recording system was secretly installed and operated in the Kennedy Oval Office。

it作形式主语的  it  was ……  that; It is quite clear that he has read the book.     
                                                    that he has read the book was quite clear  。                                                                   他读过这本书是很清楚的
                                                   
                                       选项C;    that a recording system was installed and operated in the Kennedy Oval Office was  so secret   记录系统的安装运行是那样的密秘
