答案是C是选对了，但是我是用平行结构做出来的，但是还是觉得while后面直接加raising还是很可疑。

我的理解中：
while只能加句子，如果从句的主语和谓语be和主句相同可以省略……
那么难道在这里，是while （shift-work eauqtions） （are） raising？

这题主要是理解while的用法。以下总结自曼哈顿论坛：While, although, if等等都是subordinate construction，在本句中起连接作用，同时raising production efficiency是studies的谓语，其用法就是常见的comma+ Ving,表示同一主语的两个动作几乎同时发生或者前后有一定的因果联系。但是coordinating conjunction 如but, and, yet就不能这样用。另外，部分subordinate construction不仅可以跟从句，还可以跟adjective或者adjective phrase, 如：James, although bigger than many of the other players, is one of the fastest men on the team。而从本句可以得出，while不仅可以跟ing participle,也可以像although一样跟adjective或者adjective phrase。所以subordinate construction的用法并不只有一条简单的规则。另外一个SC的例子：Industrialization and modern methods of insect control have improved the standard of living around the globe while at the same time introducing some 100,000 dangerous chemical pollutants that have gone virtually unregulated since they were developed more than 50 years ago.

主要这里是不太理解while和raising中省略的部分。
如果按照楼上的解释，从句意上我能理解为什么这么用了。

参照OG12 #86  after falling的解释
如果按照OG的解释，reduced和increased应该是要使用相同时态来表示一种东西的两种不同效果；
所以补全应该是have reduced和 have raised（但是while raising补全是不能补出这种结构的）
所以这是应该怎么想呢？（个人见解）注意while的存在（跟86的题after的存在一样），while已经表示了是同时了！所以用了while 就算你后面用的是raising同样也能精确的表达出这两个效果是同时的。
