Hello, my friend! I think when you design your application strategy, you need to analyze your strengths and disadvantages. As you mentioned, you GPA is not very competitive when applying to schools. But more importantly, you need to identify what are (or what could be) your strengths. Schools are always looking for highlights from your background, so give them a reason why they want to have you in their programs. That’s also why they want essays from you: for you to better introduce yourself. Realistically, the TOEFL score is used as a prerequisite for many applications. If you can get a score higher than 100, you will have a MUCH better chance to present your personality and career vision in your essays. Also, better English is always helpful when you study abroad. So... I would recommend you try harder and shoot for high TOEFL scores and focus on your essay writing.
