there are two reasons present to explain why people are using mobile phone more frequently


these two reasons should be put into parallel form


also，while in E is problematic


it can be construed as simultaneous action  or contrast


contrast is illogical here


if while is trying to convey simultaneous action， the tense is these two part should be exactly the same






with is legally used here（acting as adverbial modifier） ， the choice also has a perfect parallelism
