这道sc正确答案是：Many financial experts believe that policy makers at the Federal Reserve ,now veiwing the economy as balanced between moderate growth and how inflation,are almost certain to leave interest rates unchanged for the forseeable future. 不明白为什么veiwing的主语可是是policy makers而不是 financial experts, ing不是一般为主语指代吗？？？

因为这句话是插在that宾语从句里，而policy makers 是这个从句的主语。
像下面这样就可指向financial experts。
Many financial experts，now veiwing the economy as balanced between moderate growth and how inflation, believe that policy makers at the Federal Reserve are almost certain to leave interest rates unchanged for the forseeable future
