SC找错优先级问题咨询

各位SC大牛，小弟不才有一问题想请教，关于SC考试中找错优先级是否有严格定义？主要是我在做扫了5次OG题后发现有一道题目让我如鲠在喉，一直无法释怀，OG的解释太牵强，看了大牛的语法笔记也觉得没有说道点子上，先将题目贴下，盼各位有心得的大牛为我解答一下。
题目出处：OG12 SC 61

标准答案是A，但是根据我的解题思路，A有明显的硬伤，逻辑主语the army of terra-cotta后的谓语明显应该是被动语态，用做were created。而OG的题解根本不解释这个错误。另外in his afterlife后用is more than，我觉得用一般现在式也有问题。
期望各位大牛能不惜赐教，解答小弟心中疑惑。到底该如何判断答案中错误的优先级，是以逻辑为主还是以明显的时态错误为主？

先排除绝对性错误，再考虑有效性错误

这个句子的主干是the army of terra-cotta warriors is more than ?? and took ??
主谓一致，没有问题

兵马俑现在已经有2000多年历史了，用is正确；700000人花了36年完成，用took过去式也正确

created to protect Oin Shi Huang是用来修饰兵马俑的，而不是谓语部分
