Manhattan上面的一道题，答案是A，但是我觉得A不是需要as...as两个as的平行吗？？

是平行， 可是这里省去了 as government policy and the industrial sector in which a company operates，上一句已经提过了，不然就太罗嗦了：

management decisions have at least as great an impact on a company’s performance (as government policy and the industrial sector)
