也是E答案中的解释说，to have begun 跟 has beenexpanding要并列，但是正确答案A中的began跟has been expanding 也不并列啊！！

2.hope for ,没有这个用法
 即使有这个用法hopes for a recovery finally under way也是个fragment
  而且E选项改变了时态，改变了原文要表达的过去和现在对比的含义，显然原文的时态更优。
