使用while，应该注意平行。while一般有同时进行的含义，也有时候表示对比。这两个用法在OG中都有范例。
唯一不变的是while作为连词要注意平行。
在此题中若没有A doing while doing。使用while没有意义，既然选项A完全可以表达而且concise。
B就没有使用的价值了。

个人理解
relationship不应该接of， 一般都是讲“和...的关系” ，也就是with~
再者就是while，作为“同时”一般有个转折对比之类的意思，放在这里句意上有点awkward了~语感~

captalize在原句中居然是修饰united states的？
我一直觉得是修饰consortium啊。
越来越混乱了，那若是captalize是修饰united states,这句话怎么翻译呢？

还有while 用的话变成capitalize修饰consortium ，错了，应该修饰的是 united states
