第一次寫argument所以不知道是否完全符合題目要求...大家湊合著看多提意見啊=)


The followingrecommendation appeared in a memo from the mayor of the town of Hopewell.

"Two yearsago, the nearby town of Ocean View built a new municipal golf course and resorthotel. During the past two years, tourism in Ocean View has increased, new businesseshave opened there, and Ocean View's tax revenues have risen by 30 percent.Therefore, the best way to improve Hopewell's economy—and generate additionaltax revenues—is to build a golf course and resort hotel similar to those inOcean View."

Write a response in which you examine thestated and/or unstated assumptions of the argument. Be sure to explain how theargument depends on these assumptions and what the implications are for theargument if the assumptions prove unwarranted.

The mayor of Hopewell attempts to improve the economic performance ofthe town. However, if he/she decides to do so through this specific project,the result will be barely more than a waste of time and resources. The proposalis rife with holes due to three fundamental assumptions that the mayor ismaking.

First, the mayor chooses to believe that the municipal golf course andresort hotel is the sole reason of the economic improvement of Ocean View. Eventhe booming tourist and business sectors depend on the golf course and resorthotel for their prosperity. What the major has failed to consider is the golfcourse and resort could be a result of Ocean View’s successful economicstimulating policies. Instead of bluntly building facilities, the mayor ofOcean View may have to decide to spend a portion of his/her money on promotingthe town as an attractive travel destination. He/she may also have createdfriendly business and taxing policies that have attracted more entrepreneursfrom all over the country. And one of these entrepreneurs decides to build agolf course and resort. From this perspective, learning from Ocean View’spublic relations tactics and policy options should work much better thanpouring limited resources into building a resort.

The mayor further assumes that if a golf course and resort works forthe Ocean View, it should also work for Hopewell. But every town has their owncultural background and characteristics. What has helped Ocean View might notbe the best idea for Hopewell at all. The introduction of such a big businesslike a golf course and resort potentially imposes great threats to locallyinvolved small and growing businesses that are unique to Hopewell. With anunhappy crowd, the mayor might not be elected again for his/her next term. Inthat case, this decision will not be for this mayor to make next time.Therefore for a politician, implementing such a bold proposal could be fatal. Evenif everyone can manage to survive with a fold course and resort hotel, themayor should by no means get optimistic about the business performance of thisfacility because it has to divide the market with the pre-established hotel atOcean View which probably already has a good reputation among tourists.

Lastly, building a golf course and resort hotels are no simplebusiness like running a fast food restaurant. It requires enormous human andmaterial capital. Already in a position to struggle for its own economy, theHopewell community is unlikely to be ready to make such a commitment. Thefinancial performance of the golf course and resort hotel in Ocean Viewreflected an increase in tax revenue by 30%. However, there is no furtherinformation about where this number stands, compared to the original cost ofthe facility, or the original income at the beginning of the two-year businesscycle. The mayor has no idea if the facility can recover the costs of itselfafter twenty-four months. And therefore, he/she can in no way conclude thebusiness is self-sustainable and economically profitable.

I am not arguing that the proposal is fundamentally unfeasible. However,to make it pragmatic, the major and his/her team still have a lot more researchto do concerning the assumptions above.

提一个,最后一点,题目并没有说H现在的经济状况很不好,无法支持前期的spend。是我的话会攻击那个建设与税收提高之间是否有必然联系,而不是能不能cover建设的费用。
