代词的模糊性是相对的，同时一般指代离得最近的名词实体
因此是workers

同时，so as to事实上可以不是与主语主语发生关系
分析这个结构，so as to，核心是to，to一般是作为状语在这个结构中，因此是修饰前面的动作clause，因此出现逻辑主语的问题
因此这题在这个层面来说，模糊是因为前面有三个动作，我们不知道到底是哪个动作的状语，因此不知道是哪个逻辑主语

第一题C选项“are unable to be distinguished”很awkward，be able to be一般看到就可以直接扔了~~

貌似发完自己有点醒悟，是不是和主句主语有关系。。第二题如果用so as to的话是不是就变成a bill去care for sick呢？？？继续等待大牛指教
