这里是插入语such as Bethlehem Steel隔开了，不是有逗号那种必须用which的非限制性定从。

A中不加that的话，integrated companies后有两个动词conducted 和have greatly downsized了。实际上句子是想将conducted做Bethlehem Steel的动词，所以加一个that引导的定语从句。
