答案选A，

我基本同意A选项，但是不能理解，为什么A选项中that引导的从句可以隔着"is signed"修饰"a merge agreement"。我真是这个原因才排除了A选项的。

我本来选的是C，觉得be signed by之前可能省略了should或would..

C没有理由省should would啊 这是个IF...THEN结构的虚拟语气

A首先， is signed比较短，可以忍。
其次，当句子主语的修饰语过长时，可以考虑将修饰语后置，避免头重脚轻
最后，语法题的选择原则是选择最好的。最佳选项有时也存在一些问题。但是相对于其它选项来说，它是最合适的，那就足够了
