是的~主句后的with引导的句子就是修饰Bihar的   但因为主句是个主+系+表结构的句子，所以将这个句子说成是修饰India’s poorest state也对   因为“主”与“表”是一般表达的都是同一个事物，不会造成歧义或是修饰不清的

然后再说and的问题，and是连词，要么连接一个List(apple, grapes AND pears) 要么连接完整的句子。GMAT在and上最容易出的错误选项就是把主句和一个fragment连接起来中间加个逗号和and
按照你说的答案，这句话变成了 Bihar is India’s poorest state, with an annual per capita income of $111, and (Bihar is) lower than an annual per capita income of the most impoverished countries of the world.
Bihar和annual per capita income比了。。。

A of B结构中如果B做修饰或者说狠明显A是这个词组的重点，那么可以看做修饰A of B这个结构，即修饰A
