答案裡說to consider ~ and to legitimate~ 平衡
但我記得平衡技巧中 一樣的成分可省略 例如 to V and (to )V  
所以能不能將to legitimate的to省略變成 to consider .... and legitimate呢?

这个问题正好这题的OG里有解释， While it is not essential to repeat to, the repetition elegantly reinforces the parallelism. 个人认为只有两个成分平行的时候，最好不省略to,如果是三个成分平行To preserve parallelism, the infinitive marker TO should appear ONLY before the first verb in the series OR it should appear before all three verbs，上次我也发帖问过这个问题，http://forum.chasedream.com/GMAT_SC/thread-582949-1-1.html#last^__^

答案里没有说to consider和to legitimate平行，反倒是to consider 和 to portray平行。
consider the rural poor legitimate subjects是consider sth. sth.的形式，gmat比其consider sth as sth更倾向于省略后的那种
