我想问下为何答案是C，为什么这里可以用which？which 在这里不是说会有指代industry的嫌疑吗？

可是答案给的解析是说proposal 去 says的啊...

A选项里面 oil industry 不能做saying 的主语~类似的OG 有一道 cook，naming 什么什么的~也是不能做主语~

这里最好的就是用which 指代最清楚
