这题选E吧。。consider A B.
B:consider should be 是错的，因为这样的话consider 就接宾语从句了，那么就一定要补出that.即condsider that clause(A should be...).

在白勇语法笔记上看到的解释说consider的用法
1，consider sth. sth  后面常省略 to be 和as
2，consider sth. adj
3,consider that (that 不能省略，consider 不能直接加宾语)

这里的的consider that中，that 是不是宾语从句连词啊，所以不能省略吧。
