A 用了两个be， E用了一个，所以E相对与A更简洁
for A
it is unlikely (that its effect on their size is significant in the absence of an appropriate fiscal adjustment).
in .... 做状语修饰 is significant， 在这方面significant 是不太可能的
for E
its effect on their size is not likely to be significant (in the absence of an appropriate fiscal adjustment.)
in ... 做状语修饰 is not likely 意思是在这中情况下不可能
因此  A 和 E 意思不一样
而E 更合理
所以 选E
