Hi,

1) read the sentence again, think it in a logic way.

C: discussion must begin with THE FACT <that clause modifies the fact> ----How can we started with a fact? nonsense

D: discussion must begin by ACKNOWLEDGING THE EXISTENCE of....point out clearly and directly what we should do at the beginning of the discussion---> make sense

2) be careful when U choose the answer that has "there be "
