 c的解释是：THEY is ambiguous,possibly  referring to either the states or the Games.
所以c里的they就是指代不清啊

答案里 这个C是错的  原因就是 they 指代不清 前面有2个复数
  如果按照你的理论  那这题 就近指代 前面的
