看了讨论，有的说是考结构，不知道有没有are finding这种结构啊，还有according to和by 有什么区别啊

这个地方为什么不能选D呢，that可以指代the rate啊，还有what到底是一种特指还是泛指啊，这个地方的BC选项中it 和what 的区别是什么啊

这道题A选项是不是因为it和its的问题呢，但是it很明显是一个形式主语啊

1，are finding 不是一个固定结构，是时态~~~跟前面的are becoming 对应

  according to 是固定搭配；如果出现 accord/according  by结构，by只是个单独使用的介词~~~并不是跟according搭配的

2， D选项that of  the 1970’s 跟未划线部分 In the 1980’s the rate of 不平行~~~得补全in这个介词

3，是因为两个it指代不一样的问题。形式主语也改变不了它们两指代不一致的问题呀~~~
另外“ it is unlikely that” ——wordy，这里没有必要用强调句型。
