完成时的各种纠结，各位出山哈

在做SC中，我一向认为句子中必须有一个时间点做参照，完成时才能出现，特别是过去完成时，但G中的很多完成时的运用都是根据句意来的，但有些句意，我个人认为每个人理解不同，举例如下：
Some buildings that were destroyed and heavily damaged in the earthquake last year were constructured in violation of the city's building code.
答案：some buildings that were destroyed or heavily damaged in the earthquake had been
虽然句子中有过去时，但过去完成表示过去的过去，were damaged 作为时间参照点的话，那had been constructured 就发生在地震之前？貌似逻辑上说不过去？

另附一题：A recent study has found that within the past few years, many doctors had elected early retirement rather than face the threats of lawsuits and the rising costs of malpractice insurance.
答案： have elected to retire early rather than face
关于rather than 引起的平行结构这个知识点没问题，但是对于用have elected 我也有不同看法，可能这个现在并没有持续到现在？虽然study 是最近发现的，也可能是对past few years中的一种现象的解释，用过去完成时，这里也有一个“within past few years"作为时间参照？

1：中是强掉是违章建筑，发生在地震之前的，过去完成是的出现多数是为了强调这一个时间先后的顺序。
2: HAVE ELECTED 与RATHER THAN 后面平行，且这里只是陈述一个发现，并没有强调时间先后的意思。

1. 这句的意思是想表达： 地震中受损严重的房屋 都是 过去违反  “the city's building code ” 这个建筑法规的 违规建筑物。所以，违规建设发生在前。

2. 重点不是时态问题，应该是rather than的平行。
   这里你可以用  ...has found..., ... elected...
             或者用  ...found..., ... had elected...
