过去分词短语。同时也是形容词短语。

C选项（1）wordy是因为：被动语态，used for a basis，被作为根据，尤其与E选项using形成强烈对比，显得wordy。
（2）awkward是因为：此处的accounts是复数--表示多种解释，而for a basis是单数--表示一种根据，因此显得awkward。
如果这样，with accounts of various ancient writers used for bases，就好得多。
上述独立主格表达方式没有问题，C是个effectiveness问题。

如果是“过去分词短语”，那么OG12-028中，
Building on civilizations that preceded them in coastal Peru, the Mochica developed their own elaborate society, based on the cultivation of such crops as corn and beans, the harvesting of fish and seafood, and the exploitation of other wild and domestic resources.

based on修饰了society，而不是Mochica，是因为逻辑上不通，是吗？但是好像 “SVO, done。” 中分词短语done不能修饰O吧？
