Meaning对SC的重要性。作者intended meaning是：尽管所有州都怎么怎么样，但是每个州的xxx决定xxx.
While开头，All states face...problems, 逻辑推测接下来应该是each state面临什么不一样的或者special的问题，或者each state应该怎么样? 对作者Intended meaning要firm.
抛开CD或别的论坛上的已知解答，对于这道题，还有一些我们没有关注到的点：

A.  while all states face similar .....problems....., the industries and regulatory environment of the states determins.... Of the states 无法与While构成转折的意义。无法表达作者intended meaning.

B. While all states face similar problem, their predominant industries....仍然无法表达作者的intended meaning.

C. 同上。

D. 那种表达方法更准确？中文里面，"while all states face similar problems"”尽管所有的州都面临相似的问题“和"while each state faces a similar problem"”尽管每个州都面临相似的问题“， 中文思维里面是读不出这个意思上的差距的。需要进一步探讨这个区别。

这道题要除了语法错误之外要从逻辑意思去理解才能知道为什么是all states和each state去比较。
尽管所有的州有相似的情况，但是每一个州有什么blala。

LS讲得很好诶，但是感觉例子没举好，此例中的having难道没有与前面的writing作平行之嫌？
