楼上正解，小小补充，A，E是一句话出现两个谓语并且无连词，（不是三个），因为后面那个shut down 前有or
C, with是介词，不是连词，不能接完整句子。

句子主干的意思是：整个钢铁行业在过去二十年发生了巨大的变化，当大的钢铁公司缩水或者倒闭的时候。
后半句的句子结构如下：
as large, integrated companies，（ such as Bethlehem Steel once conducted，）（that operations from mining at one end of the process to shipping at the other） have greatly downsized, or（ in some cases） shut down altogether.

A,E选项的从句有三个动词，conducted，have greatly downsized，shut down。句子结构不完整，排除

剩下B,C,D，
根据句意C肯定是不行的了
while是用于连接同时期发生的事情但表述转折、让步意思的时候，这里也不合适
所以选B
