In your view, to what extent should government or any other group be able to censor television or radio programs? Explain, giving relevant reasons and/or examples to support your position"


The censorship on public broadcasting media is always debating. Supporters think that it can bring the correct moral perception of the society to the audience and prevent inappropriate education to the young generation. While some others think an over-emphasized censorship would prohibit the freedom of speech, which is a irreplaceable element of democracy, as well as decrease the original integrity of the program.


First of all, in my opinion, offensive language and behavior is not related to freedom of speech, since all freedom should only be acquired with the respect to that of the others,hence censorship on public broadcasting media does not violate the freedom of speech.


Then the focus turns into the perception of the audiences, from my personal experience, the whole idea lies in the balancing between non-censorship and over-censorship, offensive language and behavior are undesirable, especially to young audiences who does not have the ability to differentiate right and wrong behavior. the government should never encourage any offensive language and behavior in public broadcasted medias. The censorship policies should be able  to treat different audiences in different way and control the access to the programs, so that the young audiences will not be able to see non-censored programs, while adults will be granted access to these programs only because they are expected to understand that the offensive language and behavior are retained to keep the originality and integrity of specific program.


To summarize, I do believe that censorship is necessary for public broadcasting medias, only under the circumstances that the originality and integrity of a specific program is affected by removing those offensive language and behavior, they can be retained, given a well-defined policy is in place to ensure the young audiences will not be able to access them.
