宾语从句的省略用法

He told me (that he would) go to the college the next year
在以上这个从句中，括号部分可以省略
1。但是我不是很明白为什么。有没有NN可以解释一下这里的省略用法及一般宾语从句that 及相关关系代词的省略阿，我查过网上说宾语从句that 后引出的名词性从句可以省略that，相当不理解
2。括号部分省略后这里的动作发出者不就产生歧义了么？难道不会有人认为是" me" 应该成为go to college的执行者么

可是白勇的语法在并列的那一章说宾语从句中的that是不能省略的~

that引导宾语从句无意义，不充当句子成分常省略
