话说题目做多了我有个感觉，独立主格只要出现基本都惹歧义。。。能这样理解么~

agree with sdcar.
从语法上解释，宾语从句是名词性从句，所以可以完全当作名词，而宾语从句的并列习惯性补出that以更为清晰
即这个句子可以转化为Researchers do A and (do) B. (第二个do和第一个重复，省略) 而A和B都是that引导的宾语从句，所以应该补出that。

"But" is OK. It simply indicates a transition/contrast in researcher's opinion. It is akin to: The researchers agree that although the new treatment is important, more work needs to be done. The first part is a concession and the second part is a suggestion. It is logically and grammatically sound.

agree在that之前哦，所以应该是同意但是....反正语义上有些问题。相比较for, whether or not,还有省略is的问题，我觉得这个问题要大点：）

第二题，我个人觉得but that的话，意思有点问题，前面的谓语是agree, 前后两个句子翻译过来就是：同意....同意但是......逻辑上说不通

所以其实两个选项都有些问题
