Former chair = retired chair. If you have retired from your chairman position for 18 years, that's not something you want to brag about! However, if you have been the acting chairman for 18 years, that means something.

You can't be a "former" chair, meaning you are out of the post, for 18 years and use this experience as some kind of evidence showing your strength.
