我发现 be targeted at 像是个固定用法似的
LZ的例子中应该是 to aim something at a target

所以EACH后是少了is， 属于独立主格

刚才在网上找了一下，我认为是对target的翻译问题，本题应该是each (is) targeted…所以是each独立主格

如下
1 把…定为目标：
例句： Our company has targeted career women as our primary customers.
          The enemy bombers targeted our arsenal

2 为…定指标或目的：
例句：The coal production is targeted for 100 million tons this year
3 瞄准，把…对准(与on连用)：
         The nuclear weapons are targeted on Western Europe.

所以本题中的target为第二个意思。（我的确是没有查到target at这个词组）

帮顶！我今天也在思考这个问题。感觉后面的each targeted speficially at an invading microbe or foreign substance  是一个句子啊！ 如果是独立主格，不应该是个完整的句子！
