我认为A work 后面是用and连接的两个that连接的两个定语从句  
that took him seven years to complete 中that是作主语
that literary critic Samuel Johnson, Pope's contemporary, pronounced 中that是作宾语   构成pronounce that the greatest translation in any language.

如果是C选项 pronounce it as中的it就做了宾语成分， 那么第二个that引导的就是应该是同位语， 而and并列应该优先是定语从句并列定语从句 所以应该是B项
