明明在选项里面CE中的这个部分都是a 55 percent increase in delay 只是delay的单复数不一样而已，怎么评价就不一样？？！！

题意应该是航班延误率，或延误的航班数量增加，所以才用an increase of 55 percent in delays ，表示一个量的增长
但C中的...a 55 percent increase in delay at airports and prompt. 不清楚，不知道是使航班的延误时间增加了55%, 还是延误的航班数量。且它用的单数，如果可能则只可能指延误时间。而这只对一个航班才比较说得过去的。但可想而知，不太合理。因为既然影响到整个air-traffic系统，那就不止一个航班了，所以.....呵呵~

首先只考虑 leading, 表伴随 而非to lead 表目的——A，C，D就可以直接排除了...
——剩B，E

leading to的to 是介词，后边应跟名词。——排除B——答案E

而且and后边的Prompt 要与之前的动词时态平行
从原文给的意思上看，prompt fear 应该是由于flight has clogged，作为表示其结果的状语，因此应该和前边的leading to是同一层次的，因此应该用prompting.
