我觉得还是不对，你想想，把中间的插入拿掉之后句子成了，they denounce big government but supporting at the same time, 这哪通啊。。

我一开始选错的原因是觉得while at the same time需要考虑平行的问题，所以选了while at the same time they have introduced some 100,000 dangerous chemical pollutants, having
while at the same time后面的东西和have improved平行，having最后做伴随状语。
虽然我这一点上还是想不明白，为什么这里while at the same time不需要考虑平行，但是我这个题目的笔记写着： 用了sb do...while doing的结构，省掉了they
