这里不明白为什么要用A选项中", to what”的形式而不能用E选项中 that的形式？
因为EA两个选项其他的部分是完全相同的。

逻辑关系上决定了E不可以，land had been a pre-Clumbian form of ownership，land本身是不能是一个form of ownership的
A选项 a return to communal ownership of land, to what had been a pre-Columbian form of ownership就没问题了
