我想问这道题的B选项，很奇怪。。因为介词短语是肯定可以忽略的。所以，that从句后面删掉介词短语以及借此段与里面的定语丛句。这句话就成了That后面啥也没有的句子了。。。那为啥这句话就对了？因为用上B成了  it became clear that, it was far....这个明显不对嘛。。。希望有人帮我看看这道题

it became clear that后面整个引导的是主语从句而不是强调句 真正的主语是to solicit private funds 但因为这个不定式做主语太长 所以用it 做形式主语避免头重脚轻 而for environmentalists who sought financial aid本不应该在句子的前面 但被提前了 所以要在之后加一个comma 还原这个句子如下 it was far more efficient for environmentalists who sought for financial aid to solicit private funds than to go to state or federal agencies became clear during the 1980s. 不知道分析的对不对 不过我真的努力了···
