按这个结构的话，it 指代的是costs , was 也就不对了

这题重点在于 a greater proportion 实际上是句子宾语的同位语，就是说它做宾语，又怎么能 was呢

IMO, if "it" refers to "  proportion" instead of "costs", i think "it was" is fine~~~
